About this scholarship
The Russian Government Scholarship — commonly called the "quota" — is a state-funded programme through which the Russian Federation offers around 15,000 places a year to international students, including compatriots living abroad, to study at Russian universities at bachelor's, master's, doctoral, and preparatory levels. The scholarship covers tuition for the entire duration of the programme, provides dormitory accommodation, and pays a maintenance allowance; however, it does not cover international travel, broader living costs, or health insurance, which students must budget for. Applicants apply through the official "Education in Russia" platform (education-in-russia.com), with the first stage handled abroad by Rossotrudnichestvo representative offices and Russian embassies/consulates. You register, complete the electronic form, and may choose up to six universities, in order of preference, from those participating in the quota. Deadlines fall around 15 December for CIS countries and 15 January for other countries, with results typically announced in April–May before applications move to the universities for a second selection stage. A preparatory year is available for those who need to learn Russian.
Eligibility

- Apply via a Rossotrudnichestvo office or Russian diplomatic mission
- Select up to six participating universities in order of preference
- Be willing to take a Russian-language preparatory year if required
