Romania Government Scholarships
Offered by Government of Romania — Ministry of Foreign Affairs (MAE)
About this scholarship
The Romanian Government, through its Ministry of Foreign Affairs (MAE), offers scholarships each year to citizens of non-EU countries to study at accredited Romanian public universities at bachelor's, master's, and doctoral levels. The scholarship provides tuition-free education, a monthly stipend, and accommodation support in line with the programme's regulations; students who do not speak Romanian are granted a preparatory language year. Applicants may choose study programmes in all fields except Medicine, Dental Medicine, and Pharmacy. At bachelor's and master's level the programmes are taught in Romanian, while at PhD level applicants may also opt for a programme in English or another foreign language set by the doctoral school. To be eligible, candidates need good academic results — an average of at least 7 (out of 10) in their most recently completed studies — and must not hold EU citizenship. Applications are made online through the official Study in Romania / MAE scholarships platform, where applicants create an account, complete the form, and upload the required documents before the annual deadline (the 2025-26 round closed on 12 March 2025).
