About this scholarship

The PBC (Planning and Budgeting Committee) Fellowship Program, run by Israel's Council for Higher Education, brings outstanding international postdoctoral researchers to Israel's research universities. The fellowship provides a competitive stipend, with the host university required to commit matching funds — at least 25% in the humanities and social sciences and at least 50% in STEM fields — so securing a host is central to the award. To be eligible, candidates must have received a PhD from a recognised institution outside Israel less than four years before applying (excluding parental or medical leave), or be due to receive it before the fellowship begins; Israeli citizens or residents are not eligible, nor are candidates who began a postdoc in Israel before September 2020. Applications are submitted directly to the relevant Israeli university — eligible hosts include Ariel University, Bar-Ilan, Ben-Gurion, the Hebrew University of Jerusalem, the Open University, the Technion, Tel Aviv University, the University of Haifa, and the Weizmann Institute of Science. Required materials include a commitment letter signed by the host university's rector confirming the matching funding, a CV and publication list, two recommendation letters, and a short research description. Deadlines are set by the universities.

Eligibility

  • Have received (or be about to receive) a PhD from a recognised institution outside Israel
  • Be within 4 years of your PhD at the time of application (excluding leave)
  • Not be an Israeli citizen or resident
  • Secure a postdoctoral position at one of the eligible Israeli universities
  • Obtain the host university's commitment to provide the required matching funds
