Maryland's Tuition Reduction for Non-Resident Nursing Students allows eligible out-of-state students in public Maryland nursing programs to pay the resident tuition rate. The annual benefit is the tuition differential: the difference between nonresident and resident tuition at the same institution, in the same nursing program, for the same number of credit hours. The school applies the reduction directly to the student's tuition charges. For the 2026–2027 academic year, the online application is available through the Maryland College Aid Processing System and closes October 15, 2026. Recipients must sign a promissory note agreeing to work full time as a nurse in a Maryland hospital or related institution after graduation. The service obligation is two years for attendance at a two-year public institution or four years for attendance at a four-year public institution, regardless of how many years the student receives the benefit. A recipient who does not complete the required service must repay the assistance with interest. The award renews automatically for one additional year at a two-year school or up to three additional years at a four-year school when the student remains in an eligible nursing program and meets satisfactory academic progress requirements.
Eligibility
- Be a nonresident of Maryland
- Attend a two-year or four-year public institution in Maryland
- Enroll in an eligible nursing program
- Submit the online MHEC One-App through MDCAPS by October 15, 2026
- Sign and return the required promissory note
- Agree to work full time as a nurse in a Maryland hospital or related institution for the required two- or four-year service period
- Maintain the institution's satisfactory academic progress standard for renewal
