About this scholarship

The Hubert H. Humphrey Fellowship Program, part of the U.S. Department of State's Fulbright family of exchanges, brings accomplished mid-career professionals from designated countries to the United States for a ten-month, non-degree programme of professional enrichment at a leading U.S. university. Rather than awarding a degree, it combines graduate-level study, leadership development, and professional collaboration tailored to each fellow's self-defined goals. The fellowship covers tuition, a living/maintenance allowance, professional development funding, travel, and accident and sickness health benefits. Candidates should have at least five years of full-time professional experience, a proven record of leadership and public service, and be at a career stage where a mid-career enrichment year would have real impact. Applicants apply through the U.S. Embassy's Public Affairs Section or the Binational Fulbright Commission in their home country (about 28 countries are served by a Fulbright Commission and the rest by the U.S. Embassy). Applications require essay responses in English, two letters of recommendation (one from the current employer), and official transcripts; deadlines vary by country, with embassies forwarding nominations to the Institute of International Education by mid-September.

  • Be a citizen of a participating country (not a U.S. citizen/permanent resident)
  • Hold a first university degree and at least 5 years of full-time professional experience
  • Have a demonstrated record of leadership and public service
  • Have limited prior U.S. experience and strong English ability
  • Apply through your country's U.S. Embassy or Binational Fulbright Commission
