About this scholarship
The Clifford H. Spicer Memorial Scholarship supports Michigan residents pursuing full-time undergraduate study in civil engineering or land surveying. The fund honors Clifford Spicer, a professional engineer and land surveyor who founded Spicer Engineering in 1944 and served in leadership roles across several Michigan engineering, surveying, waterworks, and pollution-control organizations. Eligible students may be high school seniors or current college students. The preferred pathway is an ABET-accredited program; if no applicant is enrolled in one, the committee may consider a student in a transfer program leading to an ABET-accredited program. The official fund page does not publish a fixed amount, so the value remains recorded as varying. Applicants use the Saginaw Community Foundation’s single GOapply application, which can also match them with other eligible funds. The official 2027 cycle opens November 1, 2026 and closes February 12, 2027. Academic record and the application essay each account for 30 percent of this fund’s evaluation. Community or school involvement and leadership each account for 15 percent, while financial need accounts for 10 percent. GPA thresholds depend on the applicant’s stage: 3.0 for high school seniors and college juniors, 2.5 for college freshmen, and 2.75 for college sophomores.
Eligibility
- Be a resident of Michigan
- Be a high school senior or current undergraduate student
- Pursue an undergraduate degree in civil engineering or land surveying
- Enroll full time in an ABET-accredited program, or in a transfer pathway to one if no accredited-program applicant is available
- Meet the stage-specific GPA minimum: 3.0 for high school seniors and college juniors, 2.5 for college freshmen, or 2.75 for college sophomores
- Complete the Saginaw Community Foundation application, transcript, reference, and essay questionnaire by February 12, 2027
